Members of the Bundestag, the Federal Convention or of one of
the legislative bodies of a Land belonging to the Federal Republic
of Germany shall never be held responsible outside their respective
legislative bodies for their voting or for any statement which
they make in the legislative body or in one of its committees.
This provision shall not apply to defamatory insults.
